Detailed description of what happened:

i have asked service provider to provide refund prior to them starting work and they refused; still refusing to provide a refund no terms have been sent and seller did not make it clear that he had other projects which more of a priority i was under the false impression that the project would get done in a timely manner im on a strict deadline with this project.

i have provided the seller $625 and i am requesting it back promptly

I told him I’ll stop working on the other projects so I get this done but asking for a refund for no reason is some bullshit NO dev will do that once they already started working on it.
You’re not getting a refund, let me keep working on it or I just hold the 625 as a time compensation I guess

No where in our conversation prior to payment did you make me aware that you had other clients that were waiting on completion. The lack of communication and transparency from you says enough; you should have made it very clear that you are wrapped up in other projects and won't be able to get to this project for a while. 

Not only did this happen, but you negligently, reassured me that you will be able to get this project done within a specific timeframe. Less than 24 hours after you receiving payment the time-frame you provided for completion doubled. I kindly asked you for a refund and you refused several times and never once made it known that once you start the project that you will refuse to provide a refund. 

In the future, I recommend that you make it very clear your policy on refunds to prevent your clients from getting the wrong idea.

He claims "he started the project" but hasn't finished other clients projects that were before mine? It doesn't really make sense and just gives me heightened awareness that he won't be able to stick to the time frame which I kindly asked him to.

He has yet to provide me with any updates or let me see anything working so I highly doubt seller has started.

I am sticking to my kind request of a refund: the way the seller has acted is negligent.

I do want to mention that I also asked seller for a refund prior to him claiming he started on it. I asked him at 2:30 PM when the seller started changing his completion timeframe.

You keep making claims of you having progress on the project; but it is highly doubtful that you do.

You claim you have other projects to work on so how are you able to keep ensure completion of your other clients projects? When we had discussions yesterday, you constantly changed the time frame of completion like I have mentioned previously.

, I want a refund. I am dissatisfied with the transparency of the seller and the lack of communication. This should have been communicated prior to arranging a deal.
