Detailed Description of Events:

I needed to exchange $200 from PayPal to crypto, but the transaction didn’t work out. I waited more than 72 hours for a refund, which was never given. After realizing this wasn’t going anywhere, I decided to report him on the @/avoid channel on Telegram, and my report was accepted.

I gave him a chance to avoid further action by not posting a detailed dispute (DD). I waited for a week, thinking he had learned his lesson. However, it became clear he hadn't, as I discovered this thread: https://oguser.com/Thread-What-is-bro-doing. In the replies, all he does is lie. What’s interesting is that "his friend" tries to back him up, but it’s obvious it’s just his alias.
